Drunk man pokes through people's trash, van driver sees no need to stop when emerging from alley

An officer spotted a man in the 2300 block of the East/Scoville alley staggering along looking through trash cans. At the same time, the officer saw a gold 1999 Chrysler minivan leave the scene at the approach of the police car, so a description of the van was broadcast to other squad cars. Approaching the man on foot, the officer found a 29-year-old man from the 2800 block of Lombard, looking for scrap. By his foul odor and limited attention span, the officer determined the trashpicker was intoxicated. He was arrested for disorderly conduct (public intoxication).
Meanwhile, the gold minivan went southbound through the alley, never stopping as it crossed 24th street. It stopped for police, though. The driver, another man from the 2800 block of Lombard, had a suspended license. He was arrested for that, for having no insurance, and for sailing right out of the alley and across the street without stopping.
