A white '96 Monte Carlo flew right past a stopsign at 23rd and Lombard, without stopping. The driver, a 19-year-old man from the 2300 block of Harvey, had insurance but had never gotten around to getting a driver's license. The stop disobedience and lack of license led to two tickets and a tow truck.
