An officer on patrol saw a 1994 Saab turn southbound on Grove from 18th; the car had no rear taillight. The driver, a 22-year-old man from the 2300 block of Oak Park Avenue, had suspended registration and a license that had been expired since February of 2006. The car was towed and he was arrested.
