An officer saw and heard a black 1994 Olds cranking its sound system so loudly it could be heard at least 125 feet away; he pulled over 32-year-old driver Oscar Ruiz of Chicago in the 3300 block of Harlem. The Olds was impounded under Berwyn’s handy noise ordinance.
