An officer in the alley behind the 3200 block of Harvey stopped a 40-year-old Chicago man who was collecting garbage from the trash cans of residents. He had been warned earlier in the day not to drive through alleys fishing through trash containers. He was arrested and ticketed for collecting refuse without a license.
