A 19-year-old man from Cicero was stopped for excessive volume at 6600 W.Cermak. He and his front passenger wore no seatbelts. The driver had only an expired learner's permit. When the '99 Chrysler Concorde was impounded, a very large functioning amp was found in the trunk.
