Police stopped a 1995 Gran Prix with only one headlight as it turned east onto Cermak from Oak Park Avenue. The driver, a 52-year-old Cicero man, had no license due to suspension; no seatbelt and no insurance. Even the car was unprepared, having failed its emission test. It was towed and he was arrested.
