Police watched as a 1997 red Ford van travel southbound the wrong way on Harvey at Cermak. Next, it made an illegal U-turn onto eastbound Cermak, at which point it was stopped. The driver, a 25-year-old Chicago man, wore no seatbelt, had no insurance and had only a suspended license; citations were issued for all of the above.
