An unmarked police car heard noise more than 75 feet away, coming from a 1995 Nissan Maxima which was throbbing at the red light at 16th and East. When stopped, the 18-year-old driver, a Cicero man, revealed he has no driver’s license --in fact he has only an expired learner’s permit. When the Maxima was impounded for the noise ordinance violation, police found an open bottle of Tequila in the trunk.
